Dr. Raymond Ndikumana

As the University of Rwanda (UR) DVC SPA, Dr. Raymond supports and advances UR’s strategic priorities and institutional development program initiatives and promotes UR’s local and global partnerships. He oversees the UR’s Divisions in charges of: Planning and M&E, Human Resource
Management & Development, Resource Mobilization & Partnerships, Student Experience & Sports service, ICT Services and Digitalization, and Communication,internationalization & alumni services.

Raymond holds a PhD in Management Accounting and Control from Örebro University (Sweden), and
a master’s degree in accounting and finance from the University of Dundee (UK). He is a Stanford
University Certified Project Manager. He is a member of the Mastercard Foundation
Advisory Group for Scholars Program (SPAG). He is a member for Ubuntu Net Alliance Board’s Resource Mobilization Committee. He is on the Board of Directors for Kigali Collaborative Research Centre (KCRC) and He is Control to what is proposed as “Enabling  Management Control for Development”.

The African Engineering and Technology  Network by Carnegie Mellon University-Africa also a founding member & Lead PI of the AFRETEC1 Network at the University of Rwanda (UR). Prior to his appointment as DVC-SPA, he served  in several capacities at senior and Director level mainly in the area of Partnership development,  Project Management and Planning &  Institutional Advancement. 

He served from 2019-2022, as the Lead PI & Director for the Mastercard Foundation Scholars Program at the University of Rwanda  (UR). From 2008-2021, he served as the Overall  Program Coordinator of the Rwanda & Sweden  Bilateral Research Cooperation, a role He combined from 2008-2013 with being the  Deputy Director of Planning and Development at the former National University of Rwanda.  

Over the last 14 years, he initiated and  coordinated various strategic partnership  programs with different other International  Development Partners (in Netherlands, USA,  Belgium, South Korea, and EU) focusing on  Research capacity development, Youth  education & career support, Inclusive  Institutional Change and Digitalization in  Rwanda Higher Education Sector.
